The HSV model used in ArcView is not a standard HSV
In ArcView HSV the Hue, Saturation and Value each range from
0-255. You can convert ArcView HSV to standard HSV by applying
scaling factors. For Hue, divide the ArcView Hue by 255 to get a
fraction, then multiply the result by 360 to get the standard
Hue. For Saturation and Value, divide the ArcView number by 255
to get a fraction which is the standard Saturation or Value.
